Constança Urbano de Sousa is the Minister of Internal Affairs of the XXI Constitutional Government of Portugal. Since 1998 Constança Urbano de Sousa is a Professor at the University Autónoma of Lisbon (Law Department) and Professor at Institute for Police Sciences and Internal Security, Portugal. She has also been Professor at the Law Faculty of NOVA University of Lisbon from 2003 to 2006.
From 2006 until 2012 Constança Urbano de Sousa was a Justice and Home Affairs (JHA) Counsellor and Head of the JHA Unit at the Portuguese Permanent Representation to the EU. During her 6 years there, she was Head of the Portuguese delegation to the Strategic Committee on Immigration, Frontiers and Asylum (SCIFA) and a member of the Portuguese delegation to CATS, COSI and the High Level Working Group on Asylum and Migration, among other bodies of the EU Council. She also served as Legal Advisor to the President of the Board of Trustees – Calouste Gulbenkian Foundation between 2012 and 2015.
She has been an expert of ARLEM (Report on the management of migrations in the Mediterranean), of the Committee of Regions (legislative package “Smart Borders”) and of the European Commission (evaluation of research projects under the 7th Framework Programme).
Constança Urbano de Sousa has published books, book chapters and articles in several languages, on issues of EU law, immigration and asylum law, police cooperation, judicial cooperation in criminal matters, consumer law and citizenship law.
