Vítor Martins is advisor for European affairs to the President of the Portuguese Republic. Expert in European affairs, Vítor Martins was member of the negotiation team for the accession of Portugal to the EU being in charge of trade, industry and energy chapters. Between 1985 and 1995 he was Secretary of State for European Affairs and coordinated the negotiations of the Single Market, the Maastricht Treaty and the Delors Financial Packages. From 1996 to 2000 he was the Head of the Enlargement Unit of the Center for European Policy Studies and member of the Euro-Latin American Forum. In 2004 and 2005 Vítor Martins was Chairman and CEO of Caixa Geral de Depósitos, the leading Portuguese bank.
